CAF decisions: Togo to play its World cup qualifie

The Disciplinary Committee at its Hearing held at the CAF Headquarters on the 8th day of November 2007, which Hearing relates to the match played between Togo and Mali at Kegue Stadium on 12 October 2007.

FACTS: Officials of the above match indicated in their reports that: I. In the 85th minute, Togolese spectators threw objects to a Malian player preventing him to execute a throw-in. II. At the 91st minute after the second Malian goal, the throwing of missiles continued heavily. III. After the final whistle, the Togolese fans invaded the field of play chasing Malians players; the player no.07 of Mali was seriously injured by a spectator. Other Togolese supporters attacked Malians supporters in the tribunes, they had to jump up a fence, up to 3 meters high, to escape. IV. The players of the two teams and match officials got to their dressing-rooms with difficulties due to missiles which were thrown everywhere. V. The security officers were unable to bring law and order as they were also attacked by thrown objects. VII. Players from both teams were unable to leave the stadium until 9.00 pm. Arising out of the report, the following sanction is imposed: 1.A fine of US$5 000.00 (five thousand United States Dollars) payable immediately, is imposed for anti-sporting behavior shown by the spectators. 2.The National Association is prohibited from playing National Team Games under the auspices of CAF at Kegue Stadium for a period of 6 (six) months, and thereafter games will only be played on condition that the CAF have issued a certificate of competency in respect of the National Association having proved to CAF that they have satisfied the minimum safety and security requirements which are needed to ensure the safety and security of players, officials and spectators. 3.The Togolese FA is fined the sum of US$50 000.00 (fifty thousand United States Dollars), US$20 000.00 (twenty thousand United States Dollars) for failing to provide adequate security during and after the game; endangering the life of players and officials, which resulted to many injuries. However, in order to promote a better sporting behavior, the Disciplinary Board decided to suspend the payment of US $ 20000 (Twenty thousand U.S. dollars). While the sum of US $ 30,000 (Thirty thousand United States dollars) is payable immediately. In case of recurrence of such an offense for the rest of the Tournament Final of the 27th African Cup of Nations, CAN 2010, the amount of suspended fine must be paid to CAF. 4.The senior national of Togo is prohibited from playing at home for their next three games in the preliminaries of CAN 2010. However, in case of recurrence of such conduct in a match organized by a team affiliated to Togo Football Association in CAF competitions (clubs or national teams), a suspension of three additional matches will be imposed on Togo senior national team
